On January 11, 2005, the Ministry of Health and Social Services published a Consultation Document entitled "Progressing toward a tobacco-free Québec – Developing Anti-Tobacco Legislation" which seeks public opinion on measures to extend and expand the Tobacco Act.
On February 25, 2005, Imperial Tobacco Canada Ltd. together with Rothmans Benson & Hedges Inc. and JTI-Macdonald Corp. filed a joint submission with the government in response to the Consultation Document.
